因为题干中说了付款的条件是if the procedure is first approved as “medically necessary” by a company-appointed review panel，而B说医生常开procedures that are helpful but not altogether necessary,既然是not necessary，这个公司自然不会付款，所以医生开不开B中所说的这类药方都与公司的利益无关。
