大部分支持扩建铁路系统的人在他们使用高速公路的时候本来就较少堵车，换句话说另外那部分不到20%的不赞成的人才是会在高速公路高峰期开车的人，他们的大多数是不赞成的，那么即便扩建了铁路，他们还是照用高速公路不误，那么不会解决堵车问题。

不同意楼上的，尽管我也选A.

A- 大部分赞同扩建铁路的人认为在高速路上不堵车是他们的首要希望，换句话说，他们赞成扩展铁路是希望铁路可以分流其他人，让他们自己可以独享通畅的高速公路（他们会死守高速公路而不坐火车），这样壅塞情况的不到解决的！

A选项，说白了即人人都想着铁路系统给他们带来的好处（能缓解高速公路的拥堵），到时所有人全拥向铁路，还是要造成拥堵，只是上次是高速公路拥堵，这次换成铁路了。
