16.税收政策是鼓励借款不鼓励存款。 然而,G的税收政策并不是一贯支持借款不鼓励存款,因为如果是这样的话(税收政策是鼓励借款不鼓励存款),这就不会——————。

这道题我翻译不好。大体就是作者提出一个结论:税收政策是鼓励借款不鼓励存款。然后要反驳他,用了反证法。如果结论成立,那么将推出-------。

这就是矛盾啊

16题选A,意思是对saving不收税,对 interest收税,使tax system does not consistently favor borrowing over saving,因为它还是increase that taxpayer’s total savings

15题关键在于vocationers,vacationer的参观者和其它参观者的区别在于,旅游度假者,多是去外地观光,而其它参观者基本是当地居民了。所以外地观光者一般多是去看本地没有的风景。
