这题为啥选A啊，我觉得不是很有关系啊，我选的是D，过去的service是免费的，算在了预算之内，所以比较高，现在他是收费了，预算是自然下来的，不是Governor Verdant调下来的，所以可以削弱啊，难道这种方法也算是Governor Verdant节省了预算，算是加强？

我貌似有点想通了，因为通货膨胀的不同是外因，所以造成了两个政府的预算不同。而收费也是政府的手段，不能削弱原文了，大家看看是不是这么理解
