这是为什么呢？B.    chores; by 1997 that figure had grown to nearly six hours a week的势态明显不对啊~~

In 1981 children in the United States spent an average of slightly less than two and a half hours a week doing household chores; by 1997 they had spent nearly six hours a week.


原题中1981年用的是过去时态~~那么1997年发生的事情，就更不应该用过去完成时了啊~~它发生在1981之后啊~~纠结。。。

哇,D有个很明显的错误再次被我忽视了！D拿children和figure相比，明显的错误。C错误类似D，是拿children和six hours a week相比了。
A的问题在于，they不能用来指代children.1981年的children不可能还是1997年的children,这里不可以用代词来特指。
就是这个过去完成时我有点想不明白。想想只能是因为:原文意思是说，by 1997, 那个数字就已经涨到每周六小时了。1997本身是个过去时间，在1997年之前已经怎样怎样，那么就是用过去完成时了。

by+年份 是指在。。。。之前 即 by 1997是指在1997年之前
句中 in 1981 是指在1981这一年中 是一个特殊的时间点 所以用一般过去时
而对于by 1997， 1997年相对于现在是过去，那么1997年之前就是过去的过去 用过去完成时。

关于这个时态自己也纠结好久。当时看到B是过去完成时就直接pass了。。。。~~

by+time 的意思是 not later than，截止1997年的意思，所以应该用过去完成时。
个人感觉，这个by 和grow 呼应的很好，把一个过程个清楚的描述出来了，呵呵
