Getting 690 is a pretty good score. But if you have the time and energy, you should retake your GMAT again and see if you can improve your score. Once you cross the 700 barrier, you will have more options (in terms of schools to choose from) and better chance of getting scholarship.
In addtion, I believe you can get into a better school than Jones. That will be great if you can share your background with the rest of the coming class.

Question to Solartop and any other current students: I read from the admissions binder that Jones does not provide any GA or TA assistantship for at least 1st year student? Is it for sure? Or does it mean there is just no opportunity for 1st year to have assistantship besides scholarship?
I am afraid the answer is yes. However, good news is that I never heard any international student fail to get a scholarship. If you want a good B-school and don't want to frustrate on your tuition, Rice is one of your options.
