首先明确median number的含义，是从小到大排中间的数。画个图出来就OK

(1)=>  75% proj 的人<4      -alone is insufficient

(2)=>  65% proj的人 >2      -alone is insufficient

(1)+(2)=>3（因为人是整数）即C
