A说明那些投票赞成扩建铁路的人，希望别人都去坐铁路，而让他们自己享受高速公路的通畅，并将此作为他们出钱扩建铁路后其将来所能获得的最大的益处

如果这样的人多到80%，那么扩建铁路来缓解高速公路拥挤的政策将不可能有效，因为大家最后还是要走高速公路，铁路造了没人去坐。

C每天两次交通拥挤的原因，以及其扩大的趋势本身不能用来解释为什么题目所提出的解决方案不可行。如果题目提出的解决方案可以为高速公路拥挤的扩大趋势予以缓和这本身也是方案可行的体现。所以C无关，且不能解释为何方案不能解决日益恶化的交通拥挤。

建议楼主可以做Sen4sun的CD22其中有CR的分类包含了基本上所有的GWD的CR，且还有解释。不错的材料：）
