E is wront, E means the rocket is more inexpensive, but the original sentens intends to convey 'the new rocket will be able to deliver the heavier load of instruments at a low cost', i.e. the process of the delivery will be more inexpensive. It is the process, not the rocket. Maybe the rocket is more expensiver, while other costs such as fuel, platform for launch etc.  decline.

小声的说一句,我倒是没有看出来E里面cost less有啥不好.

但是 Rocket will be able to deliver a heavier load into orbit than the space shuttle....本身就是有歧义的啊,
可以解读为,load和space shuttle比重量,即:
新款火箭能够运送比space shuttle重的多的货物上天(shuttle的重量和load重量比)...这不就有歧义了么,需要补出助动词can,才能表示shuttle在和火箭比啊.

好像这个方法马上可以排除4个选项啊...怎么没有人提及?难道我想错了?

不全了是否应该是:

will be able to deliver a heavier load…and (will be able to deliver) at a lower cost

will be able to:将来时,因为rocket是newly developed,真正的运用是在将来。

can:现在时,表示shuttle是目前广泛运用的技术。

将来比现在,两个动词意思都是“能够”,只是时态不同,没有问题。
