我感觉e修改了原句意思。原句的意思应该如d所述，以更低的成本deliver a heavier load of instruments。所以d是不是补全后应该是---------and the newly developed jumbo rocket will be able to deliver a heavier load of instruments into orbit at a lower cost than the space shuttle can.不过等于又要把前面说过的再说一遍，意思实在太累赘，所以省略了很多。
e的意思是rocket will be able to cost less.这句话是与rocket will be able to deliver a heavier load of instruments并列。
