E is wront, E means the rocket is more inexpensive, but the original sentens intends to convey 'the new rocket will be able to deliver the heavier load of instruments at a low cost', i.e. the process of the delivery will be more inexpensive. It is the process, not the rocket. Maybe the rocket is more expensiver, while other costs such as fuel, platform for launch etc.  decline.

个人理解, 很多语法题, 文无定法. 就像过去分词和现在分词可以并列一样, 只要是逻辑上合理, 很多并列结构或语法点都是可以成立的, 都可以再归纳为一个语法点, 只是其适用面稍微窄一点. 一家之言, 请大家指正!

我同意E即使补上了can也不对,因为原句是deliver at a low cost,而E中cost less与deliver无关,只并列不修饰.
