你确定答案是B，以前我做的时候是选B的，但是答案是D，一直郁闷到现在！！

这题应该选B啊。如果通信设备只被S国的高官所用的话，那这个政府就会更加制。

文章里说了，“when telecommunication equipment is widely available to the population of that country”，要达到widely available，就不能只被高官用。

D 说的是通信产品是最有效的，但是如果通信产品不能广泛使用，也达不到预期效果

that would be imported into S 修饰 The telecommunication equipment，条件从句是if the exemption were to be granted ，would not be available solely to top development officials in S 是整个句子的谓语部分，也就是：

所以我还是觉得这句话的意思是：如果把通信产品排除在禁令外这个要求被批准，这些通信产品将进口到国家S，这些通信产品不只是给S国家的高官用。

我的理解是->题的逻辑是如果S国的大众都有了电信产品，S国政府自然而然就不能压制了。 答案B是说如果就算S国让进口了电信产品，不能只给高官用。
