1。 A表示支持者都是开车上高架的，支持的理由为了更好的开车。即使增加铁路流量，这些人也不会改坐铁路。

A的意识是说尽管扩了铁路，高速公路上的人不会变少，所以不能缓解告诉公路的拥堵问题！

终于明白了，之前都没搞清rail way和highway的区别，哎，还是阅读能力的问题呀！
