E的reasoning：high tariff -> lack of profit -> farmers into cites -> unemployment increase

解释一下：一下子那么farmers进城的话失业率在短期内必然会上升(farmers进城之前没工作)

所以E选项导致的结果是increase in urban unemployment 和原文结论reduce urban unemployment正好相反，所以E对

C选项还是有一定迷惑性的，但仔细想下，C其实跟urban unemployment无关的，所以C错

over the next five years",你的分析是support而不是weaken啊？
