答案是A，看了解释以后我可以理解。但是C为什么不对呢？如果大部分的slots是commercial airlines的，那么说明delays是commercial airlines的责任，那么再分配给它们slots不能减少delays，不就most doubt on the effectiveness of the solution了嘛
