答案是A,看了解释以后我可以理解。但是C为什么不对呢?如果大部分的slots是commercial airlines的,那么说明delays是commercial airlines的责任,那么再分配给它们slots不能减少delays,不就most doubt on the effectiveness of the solution了嘛

不能这么理解吧,选项提供的是facts,并没有同时给出indication,所以你所理解的只是一种可能。

完全可以从另一个角度来理解,即当前的60+还不够,起码要到80+,因为题目并没有给出一个绝对的衡量标准。

反观A则是他因直接削弱,标准答案的风格。
