The following appeared in the editorial section of a newspaper.

As public concern over drug abuse has increased, authorities have become more vigilant in their effort to prevent illegal drugs from entering the country. Many drug traffickers have consequently switched from marijuana, which is bulky, or heroin, which has a market too small to justify the risk of severe punishment, to cocaine. Thus enforcement efforts have ironically resulted in an observed increase in the illegal use of cocaine.”

Syllabus

l        Firstly, the arguer has wrongly drawn the causal and effect relationship between two facts that happen one after another. To make it more specific, the arguer fails to provide sound evidence for his assumption that the increase in the illegal use of cocaine and the change in business scope by many drug traffickers are actually caused by authorities’ efforts enforced in the combat again drug abuse. ... It is possible that ... It is equally possible that ...

l        Secondly, the arguer fails to prove sound evidence to support the fact that the illegal use of cocaine has really increased. As we could see in the argument, the increase of illegal use of cocaine has been “observed” after public concern over drug abuse has increased and authorities become vigilant and adopt some additional efforts to fight against drug abuse. However, it is possible that public might pay less attention before to the use of cocaine than to the use of other drugs, such as marijuana and heroin while the illegal use of cocaine has widely existed long before the enforcements efforts. In other words, without the knowledge of the actual situation of the use of cocaine before those efforts, we could not automatically assume that an “observed” increase is really an increase.
