请教费费45提

45. Commissioner: Budget forecasters project a revenue shortfall of a billion dollars in the coming fiscal year. Since there is no feasible way to increase the available funds, our only choice is to decrease expenditures. The plan before you outlines feasible cuts that would yield savings of a billion dollars over the coming fiscal year. We will be able to solve the problem we face, therefore, only if we adopt this plan.
This reasoning in the commissioner’s argument is flawed because this argument
(A) relies on information that is far from certain
(B) confuses being an adequate solution with being a required solution
(C) inappropriately relies on the opinions of experts
(D) inappropriately employs language that is vague
(E) takes for granted that there is no way to increase available funds

solve the problem -> adopt the plan
而原题中是:
adopt the plan -> solve the problem

The plan before you outlines feasible cuts that would yield savings of a billion dollars over the coming fiscal year.

----This is the required solution and it is a possible solution

We will be able to solve the problem we face, therefore, only if we adopt this plan.

--- This is the conclusion of the argument that it is the only solution to solve the problem

我们无法从推理中找出为什么这是唯一的解决问题的方法, 或者说根本不能判断它是否能真正的adequately解决

I just did this quesiton and still cannot get the the correct answer...

this question is so weird........

This sentence is confusing........does anyone understand it?

a revenue shortfall in the coming fiscal year --> since no feasible way to increase availiable funds --> the only choice is to decrease expenditure (this is the required solution)

The plan (a adequate solution that would cause to decrease expenditure) before you outlines feasible cuts that would yield savings of a billion dollars over the coming fiscal year. We will be able to solve the problem we face, therefore, only if we adopt this plan.

(B) confuses being an adequate solution with being a required solution

is this correct????  There is NO information about "HOW they will plan to decrease expenditure?" (an adequate solutoin to decrease expenditure)
