Answer should be D for this question.

The key of this question is the difference between "according to" and " in accordance with", and the fundamental differnce is that "according to" means BASE on something, whereas " in accordance with" means comply with certain criteria, policy or law. Definitely, "in accordance with" is better than "according to" here.
