目标是使总污染减一半，实施后只说每位工人产生的污染减到了40%，B说：去年飞机产量>=94年飞机产量，那总的污染有可能并没有减少啊。

这道题肯定选E吧，求total的，知道效率了那肯定要确定工人个数啊

这个我都没看其他选项就直接推出来了。

B也表明了一个total的概念，但是中间有个Gap，就是飞机数量一样了，还得hazardous waste一样才行，而E，X tons per production worker* no. of worker=total hazardous waste。更直接
