我试一下
原文的意思是说:R国想通过禁止所有产品出口到S国  ,用以使S国become less repressive
而R国的
manufacture telecommunication equipment
    
Companies说他们应该不受R国制定的这个禁令
因为一个国家(这里暗指S国)不可能
repressive对于一个已经widely available to the populationtelecommunication equipment(黑体字是关键)
所以B说
not be available solely to top development officials in S就正好是那些公司的假设
