现在的farm policy,是惩罚消费的措施.增加了中低收入家庭的开支并且收了纳税人XXX的钱.

I  每年政府给farm的补贴有固定20的fedral payout和在高food price中的比12要多的钱

II farm每创造1块钱的利润就要花掉纳税人4块钱
