A选项的意思是不是说,大多数人之所以支持铁路系统的扩建,是因为他们把能缓解高速路的拥挤作为最原始的利益,就是初衷.

那么这跟题中的结论,即铁路系统扩建未必能达到缓解高速路拥挤的目的有什么关系呢?

刚才写了漫长的一段,点回复后,居然说找不到服务器!只好重写。

这么来理解。米国人的思维怪~~~~~~

就是在那80%的人中大多数是支持改善铁路的,为什么呢?因为他们希望通过此举让更多的走铁路,从而走高速路的人少些,这样高速路就不会拥堵了,并且这群人were willing to help pay for the expansion through an increase in their taxes。[真是有钱哪]。很可惜的是,该计划不能实施是80%的大多数都这样想,也即,即便铁路修好了,改善了,这些人仍旧会走高速路,呵呵,所以照样拥堵,所以这个计划实施了等于没有实施。(ps:这些人都有钱,都想出钱让别人去做火车,自己开车外出多方便啊。),所以A选项中说:during their highway commute as the primary benefit they would experience

呵呵,不知道你理解没有?我的思维本来也怪。

A是这个意思。“during THEIR highway commute “说明A中的人更喜欢开车。有了轻轨,他们也开车。所以轻轨扩建了,他们也不会搭乘。所以请贵会客流不足,公路照样拥挤。

希望我说明白了。

有问题有问题.

选A的话就承认了这样一个assumption:
该地的交通堵塞绝大多数是由本地人造成的.

否则,例如:该地有80万人(占本地居民的80%)每天参与交通堵塞,然而另有100万周围城市的人,每天也参与交通堵塞(到该地工作).
这种情况下,本地居民愿意花钱让周围城市的人坐轻轨来上班,这也是合情合理的.

我觉得只有C靠谱.对于E,周围城市的人都乘轻轨来上班了,high way交通堵塞自然就减缓了,于是加强了结论(achieve its goals).
