because the whole passage of Scharf's Eleanor Rossevelt is discussing the SOCIAL BACKGROUND(that women put lots of efforts on reform)in Eleanor's time, not the FAMILY BACKGROUND of Eleanor herself.   

Please also note the key sentences and phrases from the author:
