B的解释莫名奇妙，发明了一个什么检测的东西，和smog alert没有什么关系，更何况是在12月，88年一年比87年多了8天smog alert，可见，如果实在年初发明的，则有可能是监测器的灵敏度较高，增加了天数，现在是年底才发明，则谈不上了，88年要过了～～～～～

D是可以解释的，市场收钱了免掉了他们的防污的措施的处罚，工厂可以随意排放，所以导致88年比87年污染的天数要高
