我是这么理解的：从prohibit high-level government officials from accepting positions as lobbyists看，文章关注的是被雇佣为lobbyists的officials,而B说lobbyists就一定是officials.显然没有什么关系啊。换句话说，文章只跟你讨论lobbists中以前是officials的人，其他人不管，更管不着pobbyists是不是全都是officials,不是又怎么样，文章的reasoning没有要求必须是officials，讨论才能进行下去嘛。其实就是B错误的定位了讨论的范围。
