我的理解是:

automobile走的是high-way bridge而不是rail line,但现在计划提高high-way bridge的toll来募集用于improve rail line的资金而不是用来维修high-way bridge.所以反对的观点认为:automobile承担了rail line的成本却得不到任何好处.只有D提出了一种有利于autombile的情况,因此是最好的答案.

同意楼上观点，我的理解是，maintain bridge的费用来源于开车和轨道交通两方面人的，此和题中所说的开车的人出改善轨道交通的钱是不相关的内容所以c不正确，而d中说的是改善轨道交通也会让开车的人受益才是正确的。

C is totally irrelevant to the Plan in question!

如果没有发现higeo所说的，也可以这样理解，C是说开车的所享受的大桥的维修费，开车的和不开车的都要出。这样显然还是不公平。

原文的推理是 因为 开车的没有好处，所以 计划不公平

C是想直接weaken结论。但是未遂。

D是直接weaken前提，有好处。遂。

这似乎只能说明共同的bridge maintenance fee，共同负担，无法体现benefit，因为无法证明更多的rider带来更多的tax revenues就能带来更多的 maintenance fee，更何况用的人多了，维护费的增不增多怎么体现有没有benefit呢

总之，没有D那样direct的benefit

不知这么理解对不对
