[Main Idea] The government of South Africa is planning to pass a bill of setting a state diamond trader&exchange and an export levy on rough diamonds to create local jobs and add value to its diamond exports. But the author provides many critics to show that it’s not a good idea.
[Structure] P1: The problem of SA’s diamonds: produce a lot but cut or polish a few. P2: Gov’s goal: create jobs; add export value Gov’s solution: a state trader and exchange; export levy P3: Critics: Export levy will harm the mining industry and decrease the number of jobs in total. (Not create jobs) P4: Critics: The private sector are doing good. (No need to set a state trader and exchange) P5: Critics: The local cutting labour costs are high, so export levy could cause little profit.(Not add value) P6: Gov should think more about it, instead of passing the bill too hastily.
