On second thought, I realized that if the total inches of moderate rain in 1990 were twice the total volume of moderate rain in 1910, the number of days of moderate rain in 1990 should at least be equal to that of 1910 (given that the average daily rainfall is 1 inch in 1910 and 2 inches in 1990).

A is correct because nothing is specified about the daily rainfall on days of moderate rain and light rain. For example, if the daily rainfall of moderate and light rain in 1990 is far larger than that in 1910, the total volume of precipitation could be greater in 1990 than in 1910, thus making A possible.
