求问如何用ron的思路解【OG20-696题】

答案是C，做的时候错选了D，看了一些解释也看懂了为什么不选D，但是对C有一点困惑。

在听RON的课的时候，他教了一种personalize的方法。我听课的理解是，带入能够达成这个目标的主要角色，分析每一个选项会不会激励这个角色做某事。

在这一题里，目标是吸引的workers and shoppers，那么这两类人是主要角色，于是带入自己是一个SHOPPER。结果变成在分析C选项的时候很快就排除了，因为作为一个SHOPPER，其他城市成功吸引该城市的人，和我在这个城市是否会被这个plan吸引没有影响，马上我就给跳过了......跳过的时候还有点小得意，觉得方法会用了.......看到答案的时候就超SAD，我想问问，我在运用RON的判断方法时是哪个步骤走错了吗？还是这道题就根本不能用personalize？感谢各位大神
