122. When people evade income taxes by not declaring taxable income, a vicious cycle results. evasion        →     rate increase      →    heavier burden       →         more evasion

问假设条件，我对答案的C没有意见，取非它，就不可能推出 rate increase 了，但是，我觉得E也对。取非E来看

if differ → when rate increase, some evade, some don’t evade 这样就不一定能推出 more evasion 了啊？

嘿嘿，这题我比较心虚，不一定推出more evasion，但是，还是有可能推出more evasion的，那么取非不一定会反对。
