如果这句不是conclusion，还能是哪句呢？第一句交代故事背景，不可能是conclusion，第三句和第四局解释为什么美国不支持随身携带paper ID。第二句说不开车时携带驾照也是随身携带paper ID所以不符合美国价值观。显然第三四句是第二句的premise。
