谢谢，可我还想知道最后两句话的意思，麻烦了。

最后两句话的意思是：因为政府少收了税，没有能力去支持医疗保险计划，所以纳税人还要自己掏钱去买私人保险。反过来说，如果政府多收税的话，那么个人就不用再花钱买私人保险了。所以作者说这部份的钱也应该算是隐性的税。
