虽然题做正确了，但还是有点不清楚，下面是我对每个选项的注释，还请大家指点：

B：动名词的修饰有歧义，可能修饰 floor,

C：has的时态错，与dwelt不对应。

D：with 修饰歧义，可能修饰floor.

E:having修饰歧义，可能修饰sky.

但俏叶詗hose的用法有点疑惑，好像也范了指代模糊的错。这里的in which和where用法有什么区别呢？

have the power to do 还是have the power of 呢？

Only A makes "who... and who...". Thus right.

"have the power to do"  and "have the power of" do not have much difference, but we shall use them appropriately under different circumstances.
