以下是逻辑君的理解
题目的前提：政府对于污水排放征税（有可能是帮助治理污水），工厂发现交的税要比罚款高
结论：工厂会选择交罚款而不是交税，所以政策没有用（有可能是帮助治理污水没有用）
问题是assumption
正确答案就是罚款之后不会要求工厂治理排放的废水。将这个答案取非就是政府罚款之后还要求工厂花钱去治理污水，所以也就是工厂花的钱=罚款+污水处理  要高于交的税，直接weaken结论，所以是正确答案

说实话原狗我没有看出整道题的逻辑，不过我觉得你提供的这道题有一些关键词是符合原题的，确实像。我已更新，让大家自己做决定吧
