Let’s take a look at a) x>y+4, particularly at negative numbers,  
If x=0, then y<-4
If x=-1, then y<-5, and so on,
So, for inequity 3x>7y
We have 3*(-1)=-3>7(-5)=-35, all negatives (zero) numbers are satisfied by the inequity
So, I choose D.
