Coponia is about to raise taxes on cigarettes by 9 cents per pack.  The average price of cigarettes in Coponia is and has been for more than a year 90 cents per pack.  So the tax hike stands an excellent chance of reducing per capita sales of cigarettes by four percent.

想问大家标红的这句话意思是什么呢:Coponia is about to raise taxes on cigarettes by 9 cents per pack  
因为raise既有increase也有collect money(比如raise funds),如果这里raise taxes是指每包香烟征收9 cent的税,而不是提高9 cent的税,那么如果D选项改一下变成现在香烟价格中不包含税,是不是也应该是对的。
我的思路是基于对标红字句的翻译:向每包烟收取9 cent的税。延伸出的逻辑是现在收取9分的税,可能现在价格90cent中已经包含了8 cent的税,现在把8cent 的税提高到9 cent,对于每包价格来说价格提升幅度是远小于10%的,也就不会产生4%的人均购买下降了。
其实就是想问大家对于Coponia is about to raise taxes on cigarettes by 9 cents per pack    这句话的翻译问题,如果是收取而不是提高税收的意思,我觉得这个题目就存在两个assumption了,一个是A选项,另一个就是原来90cent的价格中是不包含税的,这样收取9 cent的税才能达到提高价格10%的效果(当然是在A的前提下)

看到没有人回答,我就先回答了哈
首先题目的第一个条件是: 价格上涨10%,那么销售下降4%
另外一个条件是:香烟的税上涨9分,香烟的售价是90分,推出香烟上涨10%,得出结论:销售下降4%

assumption:A选项是选项取非变成
Tobacco companies are likely to reduce their profit per pack of cigarettes to avoid an increase in the cost per pack to consumers in Coponia.

烟草公司宁愿降低利润,也不提升价格,如果不提升售价,那么销售变不会下降。成功削弱了原题
