想问大家标红的这句话意思是什么呢：Coponia is about to raise taxes on cigarettes by 9 cents per pack  
因为raise既有increase也有collect money（比如raise funds），如果这里raise taxes是指每包香烟征收9 cent的税，而不是提高9 cent的税，那么如果D选项改一下变成现在香烟价格中不包含税，是不是也应该是对的。
我的思路是基于对标红字句的翻译：向每包烟收取9 cent的税。延伸出的逻辑是现在收取9分的税，可能现在价格90cent中已经包含了8 cent的税，现在把8cent 的税提高到9 cent，对于每包价格来说价格提升幅度是远小于10%的，也就不会产生4%的人均购买下降了。
其实就是想问大家对于Coponia is about to raise taxes on cigarettes by 9 cents per pack    这句话的翻译问题，如果是收取而不是提高税收的意思，我觉得这个题目就存在两个assumption了，一个是A选项，另一个就是原来90cent的价格中是不包含税的，这样收取9 cent的税才能达到提高价格10%的效果（当然是在A的前提下）

首先题目的第一个条件是： 价格上涨10%，那么销售下降4%
另外一个条件是：香烟的税上涨9分，香烟的售价是90分，推出香烟上涨10%，得出结论：销售下降4%

assumption：A选项是选项取非变成

烟草公司宁愿降低利润，也不提升价格，如果不提升售价，那么销售变不会下降。成功削弱了原题
