个人理解：
A和E问题类似。

city services will separate for recycling enough refuse to reduce the number of truckloads of refuse to be incinerated to half of last year's number.
市政会通过回收，把送去焚烧的废物降到去年的一半

这句话是一个给定假设，不管A和E成立与否，它都成立。 E 哪怕今年垃圾更多，市政可以回收更多，达到还是烧的是去年一半。A 也类似。即使有些回收物必须要烧，市政还是可以做到烧的废物是去年一半。

答案应该是D。烧的废物是去年一半,但是如果废物每车产生灰烬更多，总体灰烬就不止一半了。

这题体现CR考核的是逻辑思维的严密，细微之处做文章。
