But they are usually tested with a result that there is no problem.

It's a waste of money to make a test for those patients.

1.productivity increased 15% does not mean they gain much profit form this measure---》may be this measure increased their cost and thus does not help the A company gain success on business.
2.A company has its unique character, we can not just follow its example.
3.there may be some other more efficient measures. such as :Advertisement.
