D不对,找不到原文对应.进一步说原文是lower,也不是heightened .原文:

  furtively pursues in opposition to the values of the organization) produced a lower level of value  contention.

25怎么不是B呢?

好象B比A好点啊,B与It has focused decision-making procedures on managers’ presumed ability to prioritize key corporate values.原文对应:
