The government pays farmers the amount, if any, by which the market price at which crops are actually sold falls short of a preset target price per bushel for the crops. 答案是C,我不明白的地方就是正文里面那句话,The government pays farmers the amount, if any, by which the market price at which crops are actually sold falls short of a preset target price per bushel for the crops. 如果这句话的意思是政府的补偿价格比目前的目标价格要低的话,C里面说的虽然市场价格比较高,啥意思呢?

The government would pay less to the farmers.
