搜不出来，XDF蓝皮题目

我上的是去年的班，XDF蓝皮逻辑298，299，300三道题我连续错了，都不大明白，希望大家帮助解答。
另外，为何这本蓝皮里会出现一大块的连续题目在大全里搜索不出来呢？
298.Kernland imposes a high tariff on the export of unprocessed cashew nuts in order to ensure that the nuts are sold to domestic processing plants. If the tariff were lifted and unprocessed cashew were sold at world market prices, more farmers could profit by growing cashews. However, since all processing plants are in urban areas, removing the tarrif would seriously hamper the government's effort to reduce urban unemployment over the next five years.

这个选项我没想清楚其与要argue的结论有何关系？是说因为farmers都因为从cashew上无利可图所以转到城市去工作，导致了工厂所在的urban的高失业率？？反之，政府除去关税可以使得农民获益，那么农民将离开城市，使得失业人口减少？？？实在困惑了！

这个逻辑……我的理解是：除去关税，东西卖不到国外，利就少，农民就不干了，就去城里……而文中说出去关税后城市失业率变多也就不可靠了，因为来了那么多农民，总人口变多，失业人口有可能变多也可能变少那么失业率下降也是不确定的。。这不会是新东方自己出的怪题吧……unemployment 可以理解为失业率也可以理解为失业人口，所以我感觉也很纠结，坐等大牛来吧……
