B是无法解释。

原文要解释的是不能回收的食品塑料仍然占了丢弃塑料的很大比例。

B说的是这个新的法令只影响了食品塑料包装，而不影响其他的。本来原文没有说其他塑料包装还有很多呀，原文只是说了食品塑料还有很多。并且虽然只影响了食品塑料包装，那么食品塑料包装也应该就没有了呀，怎么还有呢？不能解释

B is wrong because it won't explain why nonrecyclable plastic food packaging is unaffected. Who cares about other products packaged in plastic?
