如果选A 的话，在农村由于低利润而废地前往城市，这个是加重了城市的失业率吗？

我不明白。。。

contributed to urban unemployment表示加重了失业率。所以A是正选。说明政府的POLICY会导致农村人口涌入城市，失业率更高！
