Since smoking-related illnesses are a serious health problem in Normark, and since addiction to nicotine prevents many people from quitting smoking, the Normakian government plans to reduce the maximum quantity of nicotine per cigarette by half over the next five years. However, reducing the quantity of nicotine per cigarette will probably cause people addicted to nicotine to smoke more cigarettes. 楼主题没有看明白吧。。。它问的是那个support了关于政府实施计划结果的argument，不是说support了实施计划，是问的是support了argument

政府的计划是减少尼古丁，argument是说实施这个计划doesn't work。那么只有E是最strong的，说的是没用，因为和尼古丁没有关系，是焦油

楼主是不是觉得E是irrelevant呀，如果是的话，argument给的原因是减少尼古丁的量，让人们用增加吸烟的量来达到他们的目的，就是减少量是木有用的。可是即使选项里面有一个是说调查显示人们比以前吸烟的数目增多，也没有和尼古丁没有关系来的strong。你想想吸的多，是不是多的量可以cover每根烟尼古丁减少的量，或者说他们是不是买的起可以增加同等尼古丁量的烟

E就直接说你们都是废话一堆，和尼古丁都没有关系，你的plan怎么可能成功，开玩笑，所以最strong

说过去不吸烟的变的吸烟了，注意后面是IN THE PAST，就是吸烟的状态也是IN THE PAST，你不能假设CURRENT，他们还在吸烟，时间不能假设有传递性。所以是无关
•B Most cigarettes currently sold in Normark contain somewhat less than the maximum amount of nicotine permitted by law.
有可能Weaken 政府的实施计划或者support计划的argument；但是也有可能不weaken，因为政府说砍半，如果现在只是少了一点可能没有用，砍半就可能很有用了，如果砍半有用就support政府的计划了，也就weaken了计划的argument
•C Inexpensive, smoke-free sources of nicotine, such as nicotine gum and nicotine skin patches, have recently become available in Normark.
support政府的计划，但是weaken 计划的argument，不是题目要问的
•D Many Normarkian smoker already spend a large proportion of their disposable income on cigarettes.
话多少钱和吸烟多少题目没有讨论也没有给出关系，可能烟比较贵，可能烟民比较穷，所以很少的钱对他们就是LARGE PROPORTION 了

谢啦，这个题我之前看错了，问的是加强原文的结论，所以就是说要削弱政府的政策。D选项，很多人把大部分的钱花在香烟上，所以他们不太会花更多的钱在香烟上，假设香烟的尼古丁含量下降，那么减少了发病的概率。E选项，给出它因，所以削弱政府的政策，加强作者的观点。。。明白了
