看了你的解答恍然大悟
但是我想了一下这题可否是方案推理
目的：降低花纳税人的钱
方案：把不系安全带当违法处理
然后后面就和你的解释差不多，这里排除了是由于道路危险的原因，强化了方案的有效性
这样看可否？？

目的：降低花纳税人的钱

方案推理是评估方案，此题要是方案推理那么就应该是为了降低医疗费，颁布法案不戴安全带违法。但是此题不戴安全带违法是作者通过前面的原因给出的结果，作者并没有要降低医疗费用或者降低伤残率（不要脑补）
而且方案推理3个推理方向，方案可行性，可操作性和方案副作用，和排除它因不沾边吧

假设是方案评估啊
那么这就是方案可行性的强化不是么，
就helr大神那个例子为了减肥我不吃饭了，可行性的质疑不就是不吃饭可以减肥么，那么这里不就是系了安全带可以降低医疗费用么
那我想请问一下这里的因和果是啥呀关键我没想出来，
因为因为不系安全带受伤花纳税人的钱,所以宣布不系安全带违法???感觉这没啥因果关系

因果并不是说因为不系安全带受伤花纳税人的钱,所以宣布不系安全带违法，而是因为事件A，所以事件B，
前提：事件A已经发生
结论：事件B将要发生
这里的因果并不是说做了事件A，必然导致事件B，而是事件A发生后，事件B会发生
因果关系要满足 1A和B相关 2A必须发生在B之前 3所有其他的因素C都已经被排除，这也是为什么要从这三方面削弱
