排除剩下两个后就取非
B. 取非是The collection fee will significantly affect the purchasing power of most residents, even if their households do not reduce the amount of trash they put out.
只是说了消费能力会下降,垃圾量还是一样的,没有起到削弱作用。
C. 取非是The collection fee will induce residents to dump their trash in the parklands illegally
也就是说人们可能会把垃圾丢到停车场,这样就削弱了提议的做法可以为停车场腾出更多空间的说法。
其实B和C明显是不一样的,CR题应把握关键信息,这里讨论的是收不收垃圾回收费对停车空间的影响,消费能力问题是out of scope的。
