求助某些CR题的分类（stem比较长的题）

根据lawyer的方法，一共有14种分类，但是我在做OG的时候有些题感觉不属于任何一类呢，特别是题干（stem）里面的内容比较复杂的时候，感觉无从下手例如这个题：

If there is an oil-supply disruption resulting in higher international oil prices, domestic oil prices in open-market countries such as the United States will rise as well, whether such countries import all or none of their oil.

If the statement above concerning oil-supply disruptions is true, which of the following policies in an open-market nation is most likely to reduce the long-term economic impact on that nation of sharp and unexpected increase in international oil prices?

a. maintaining the quantity of oil imported at constant early levels
b.
c.
d. Decreasing oil consumption through conservation (正确答案)
e.

感觉这个题像是 evaluation, 但是evaluation 都是有结论的，evaluate 结论，但是这个题好像只有premises.

这个题目有结论吗，感觉是一些 facts 的陈述，stem里面的 reduce the impact of the prices 是不是结论, 这个题属于14个类型的那种呢？谢谢回答非常感谢！！！

不是evaluate题目，evaluate题的答案极端化会对结论产生2个不同的结果
