注意题目的问题,是要找能够counter下面这句话的选项。

The question asks for an answer choice which would provide the authority with ammunition to refute the claim that the proposed plan is unfair to automobile drivers.

B) cannot help support the proposed plan. In fact, B) says that the plan is self-defeating.

plan is unfair的论点drivers receive no benefit but absorb entire cost,所以weaken这个论点就是D,drivers benefit when.....B与原题论点无关
