原文的逻辑是making certain improvements to the main commuter rail line would increase ridership dramatically。然后finance these improvements over the course of five years by raising automobile tolls on the two highway bridges .也就是借增加的人数提高finance.

D说raising tolls,riders就绕路走了,the authority的improve finance的算盘就落空了。

因为那些人多交了钱,反而没有获得什么利益,所以说对他们来说不公平.

The token could only POSTPONE the effect. In the long run, the plan could still work by that condition.
