D说raising tolls，riders就绕路走了，the authority的improve finance的算盘就落空了。

即使剩下的80还是按原路走也不行 因为毕竟原来计划是会增加ridership的 现在不但没增加还少了20 这么理解可以吗？

这道题其实都不用看题干的，直接看问题好了。一开始没做对是因为没捉住当局的目的，目的是钱，手段是 提高路桥费。 选择削弱选项。那就说说 提高了路桥费 也没办法融资。就只要这两个对象就好，其他选项都错的太离谱了，什么听证会，什么机器，什么时间，什么chairman，跟钱有关吗？没有，引入了无关因素，还说不清是在干啥，都不用看就排除了。
